Isn't it always something like mid-afternoon some-american-time? ... to the point where it's basically tomorrow for us.
Pretty much, i remember the 12.11's coming out around 10pm as i was just about to go to bed. I'd expect these to be earlier than that though.

Probably, these will likely be identical to the 12.11 beta drivers with a slight chance of other minor fixes added on top. Basically, 12.11 + WHQL.
