Lol! Sounds like the OP is connecting a router to a student or corporate network via ethernet and using it as a gateway/switch? I guess that's why he was able to request new IP address because it's no different to a PC requesting a new IP address using ipconfig /release and then /renew. I'm guessing we all assumed he was connecting to an ISP?

Easiest way is to turn off the modem of a few minutes and then turn it back on so your ISP can renew you with a new IP... And really, it's only your ISP that can change your IP address. I don't understand what method OP wants to use.
I think someone needs to explain the(?) DHCP to OP...
