Chemtrails refers to the theory that governments or other parties are engaged in a secret program to add toxic chemicals to the atmosphere from aircraft in a way that forms visible plumes in the sky, somewhat similar to contrails. Various different motivations for this alleged spraying are speculated, including sterilization, reduction of life expectancy and mind control.

It was in the news not so long ago that Saudi Arabia were cloud seeding to try to increase rainfall, so it's not exactly far fetched to believe that other governments may be involved in weather modification.
Given the UK's history of flooding I wouldn't put past the government to try and control the weather and prevent it from raining too heavily in particular areas.

2) What does an announcement of potentially using Planes to help slow climate change have to do with conspiracy theories that passenger planes are putting chemicals in the atmosphere for nefarious reasons?

It's really weird how they're having to do this as an experiment and are making it public when the government has secretly* been doing it for years according to some who don't understand anything about what causes the lines in the sky as the aircraft disturb water in the air.
*They've done a really good job of it given the millions of people who have to work on and around aircraft and the need to build all these aircraft with tanks for the gay frog chemical dispersion tanks without anyone noticing that the aircraft are missing half their cargo capacity or have all these funny looking extra nozzles that aren't on the official plans.
