Although the MOT and 32K and next service figure are odd, this could be a simple mistake. As for odd mileage, I know someone that has done 2,500 miles in four years from brand new! Makes me weep at the cost, but they like a new car.
I once bought a 4 year old car with just 14K miles. I checked everything carefully and all records tallied and the previous owner was a few years into retirement doing a few short trips a week. I then did 15K+ miles per year on that and eventually sold it at average mileage overall and shortly after my mileage reduced to 5K per year. So strange mileage patterns are not uncommon.
