First see if the power connecters solve it.

Don't update the bios unless the problem persists, if you have to then 2018 version to see if that fixes the issue. Beta bios if all else fails.

Did you wipe the GPU drivers before you installed the new GPU? Running DDU (Display Driver Uninstaller) and freshly installing GPU drivers might be the next move.
 
I updated my wireless network card adapter driver and so far no longer having the event id 17 problem
