Computer slowed down

Ok, so we have some hot running kit and the problem starts with this heat wave.

You could take the side off the case and see if this makes a difference. Point a desk fan at the motherboard if possible.
Not seen any difference.
It seems as if the OS is in at least reasonable shape, so probably a good idea to make a backup or two now.
and should I perform reinstalling my windows?
 
Umm, that's not right. What clock speed is your CPU reaching while gaming? I think hwmonitor from cpuid, will keep a record of the high/avg/low.
 
What are the best next steps which should I take?

I would run two things:
- A CPU only benchmark, like cinebench.
- A mainly graphics benchmark, like 3D Mark.

From your scores and hwinfo, hopefully we can find out if your CPU or the graphics card is the main problem (...or neither).
 
I think your CPU score is fine, given your CPU's clock speed.

Your graphics card: I don't know how to read this chart.

That said, your CPU's clock frequency seems very low and your graphics card's clock is bouncing up and down like a yoyo.

Can you try one of the GPU benchmarks here: https://benchmark.unigine.com/ and report back your score?

Can this mean that my graphic card requires and upgrade?

No. We're a long way from identifying a hardware problem.
 
What's also a bit funny is that when the computer starts up and I'm using it for about 30-45 secs it works fine without any lags. Then it decreases its performance.

Most of these are disabled, so they're unlikely to cause a problem.

Logitech Hub, probably not the issue, but there are lots of negative user reports on the Internet, so you could try disabling this and restarting the PC. RGB software is well-known for causing problems, if this functionality exists in the software.

Sound Blaster Control Panel, I'd be surprised if this was a problem, but you could try temporarily disabling this too.

Some torrent software will use your PC in the background to upload files you have downloaded, which can have an impact on the performance of your SSD and the network.

With the programs disabled nothing changed after restarting the system. Still 10 fps and 50 var in CS:GO (for example)

I see.

If you go to Task Manager, Performance, Resource Monitor. Is there any process that is using a lot of CPU, memory or disk?
