Do you think that turning the intake fans up to a higher RPM than the exhausts could help too?

Do you think that turning the intake fans up to a higher RPM than the exhausts could help too?
If it helps I only have the front 3 fans as intake and an all in one intel cpu cooler exhausting with no fans at the top. Just till I get around to watercooling it I wanted to see what it would be like on air.
I would use the front 3 as intake, 1 rear as exhaust and the middle 2 as exhaust of the top 4 x 120mm spaces hope that helps.
I also take back what I said about the front 3 stock airflow fans it was late and I was tired they are not as noisy as I first thought.

Well, They aren't as loud as the stock corsair H70 fans on full at least, but i would still consider them loud 
(I run the H70 fans on a fan controller turned down as far as they can go and that makes them a decent volume.)
I'm aiming for near silence with my new build, so they need to be quiet

What about when going watercooling?
Presumably the rad at the top (or the fans on the rad) will exhaust?
What about the one(s) in the bottom?
