Well even if all these reasons are true, you still obviously can't have ever wanted to play CSS as you only need to install the boxed version once for it to appear in your steam list forever (and therefore ability to always download it).

Also, I'm not sure if you can even sell boxed versions of steam games unless theyve never been installed on your computer as as soon as you install a boxed version, it registers with that account and can only be played with that account as far as I know?
