Looks like AMD have been on the money all along regarding Devs not being able to optimise Game Works for AMD..

Many of you have asked us if AMD Radeon GPUs would be able to run NVIDIA’s HairWorks technology – the answer is yes! However, unsatisfactory performance may be experienced as the code of this feature cannot be optimized for AMD products. Radeon users are encouraged to disable NVIDIA HairWorks if the performance is below expectations.

Nothing surprising about that, if a developer chooses to use a closed source API there are limits to what they can do with it without the cooperation of the people who make the API. (This is quite normal in video game development).

Maybe in this specific case people should be asking the developer why they don't provide support for tressfx as a vendor specific render path or code the feature entirely from scratch.

Don't worry someone will come along and say AMD being handicapped in Gameworks games is a conspiracy.

But some of the Gameworks and Apex was meant to be the answer to tressfx that can be run on other GPUs and the CPU side can be optimized for everyone, it clearly now is not the case in that regard and in regards to optimization even on the CPU, 90% of me was telling me no this is BS at the time NV is not gong to allow it, i was right.

And why use tressfx when they can get paid to use HairWorks.

Don't recall them saying it would be optimised for everyone just that it would be accessible on other GPUs - pretty poor show if there is anything that results in particularly poor performance on other GPUs especially if intentionally done or intentionally left unoptimised.

Well it clearly is not accessible on other GPUs and even of it was it would still not be the answer to TressFX is it cant be optimized.

Question you have to ask yourself then is why has TressFX had such a minimal uptake. It's up to no-one other than AMD to get their technologies noticed, a fact that gets overlooked rather quickly because it's easier to just 'hate on' the predicament one is left in now.

Because AMD dont pay developers to use it.
And people have every right to hate the predicament, its like blaming someone for not defending themself when they should not have to defend themself in the first place because they should not even be being attacked"well if you defended yourself you would not be in this predicament" well if you were not being attacked you would also not be in the this predicament".
