so what your saying his GPU should be running @ 99%/100% at all times even when hes on windows and his GPU downclocks @ 300Mhz and his current usage of that gpu is 0.0%
which is where the minimum usage comes from also @ 0.0% which Hwinfo gives him an average GPU use of 68% (minimum and max usage = average of 68%)
so therefore because his GPU isnt running flat out all the time he has a bottleneck
it looks like and what he said in his 1st post his GPU in game is @ 99% so he has no bottleneck

It's simply not true.
Bottleneck doesn't spell the end of the world, but I've never see so much ignorance and denial before.
I wouldn't say ignorant, just clueless and new to PC hardware.
