All components are brand new.

Basically, each time I turn my PC on and CPU-Z the clock of my i7 950 has been set back to ~2.8GHz and the vcore is down to like 1.11v or something despite the fact it's 3.07GHz at stock and I've overclocked it to 4.00GHz. If I restart and go into BIOS I'll get a message about how some of the settings may not be what they currently are or something in a red warning box. If I then exit BIOS, restart again and check CPU-Z then my clock with be back to 4.00GHz and vcore back to 1.275v, even though I haven't actually changed anything.

One other thing is that when I turn my PC on it'll turn on for a few seconds (all fans, lights etc), then turn off and then on again by itself and may do this maybe once or twice until it eventually boots properly. I found somewhere that disabling ErP Support in BIOS power management fixes it but mine was already disabled :\. Tried it both enabled and disabled.

Maybe these issues are related somehow. Maybe when my PC is turning itself on and off it's resetting my clock and voltages for whatever reason.

Try running a stress test when it reports 2.8ghz and see if it clocks itself back up to 4ghz; There might be another option for speedstep that isnt disabled..Thats if it clocks itself back to full on stress, if not, then its something else :)
 
Running Prime doesn't increase the clock to what it should be so does that mean it's not a speedstep issue?

Just put Windows on high performance, still appears to be the same.
 
From a wild guess it could be a BIOS problem. Tried updating the BIOS? Bare in mind this will remove any overclock settings, so note these down first before flashing the BIOS.
 
OK, so I went over to the Gigabyte website and tried downloading the latest BIOS. When trying to run the exe I just get the following message:

"The version of this file is not compatible with the version of Windows you're running. Check your computer's system information to see whether you need x86 or x64 blah blah blah..."

I am definitely running x64 and it's not like there's an option for x86 or x64 on the downloads list on Gigabyte's website... so wtf?

I tried all three versions of the BIOS on the site and all give me the same message.

Stick it on a pendrive, and try flashing it from the Q-Flash feature. To use this, when the POST screen appears, press the "End" button on your keyboard and you will enter the Q-Flash utility. Once you're in, find your USB and then find the new BIOS file. It will then continue to update the BIOS. Once this is done you can restart the PC.

This is a much better way of updating the BIOS as flashing in Windows is more risky.
