CPU fan is too loud

Hello
I am currently using a amd fx 8350. the heatsink i am using is this one:

It says this cooler is one of the lowest on the market bla bla
According to core temp, even though the cpu is at 15c, I can clearly hear the fan over my headphones.
Is there any reason for this?

If it's the same fan as on my Arctic Cooler i30 - it might be going faulty. Mine started making a clicking noise which got really annoying but otherwise was damn near silent.

Could also be the motherboard header going faulty?
 
Take the cpu fan speed control off manual and set it to auto, it should then let you pick quiet / standard / speed settings.

I had only put it on manual after testing the 'silent mode' which is not silent at all. it runs at the same rpm.
 
Have you opened your PC up to see if the fan could be covered in dust. My arctic cooler started making loud noises after a year or two and upon opening up my PC I noticed it was covered in dust.

A quick vacuum and now it is back to being almost silent.

First thing I do when someone complains about system making too much noise is tell them to check that the cooler is clean .. and the case intake vent grills and filters. ;)
