CPU overheating - new pc

In the Gigabyte fan control centre at time of posting it says:
CPU 2296 rpm
System 1 - 4383 rpm
System 2 - 741 rpm
System 3 - 0 rpm
CPU OPT - 0 rpm

Is this all normal?

Also, I just selected full speed option and it brought it from 107c to 38c but obviously I don’t want my fans at full speed on zero workload.

This implies it's the pump speed when on other setting that is too low.
Your pump speed is sys fan 1.
Apply a curve to that where it's at 50% minimum or so and climbs based on cpu temp.
