I have not experimented with Resize Bar yet.
Having said that you could try going back to an older motherboard bios to see if the bench runs at all, this won't solve your problem but it will give you an idea where to look.

Inbenchmark fps was better than I thought they would be but scores are **** compared to the leaderboard
Intel 11400, DDR4-3600 (XMP enabled), RTX 3090 FE stock, Nvidia driver 466.63. Ultra settings
1080p: 15212
4k: 6238
Interesting to see that I'm so far below the scores for other 3090 owners.
For the scoreboard we need the results screen with the settings used.

Ampere Cards like the 3060Ti at Stock boost to around 1860 on the core, you can find this on the sensor tab of GPUZ but you have to select Max for the reading.

Not impressed- this is worse than how my Heaven 4 benchmark turned out.
