It seems unlikely. Hello Games is a very small team, and the cost for the ongoing updates to No Man's Sky is tiny compared to what it would cost to continue developing the gargantuan promises of CP2077. CP2077 doesn't even have many of the base systems that were supposed to be in the game.
Hello Games is also very much the exception that the rule. I don't think I've ever seen a game with the high profile and hype of NMS getting so panned at launch, and then come back with years of updates that don't just fix issues, but introduce new gameplay loops and game technology. Hello Games didn't just bring the game up to what was originally promised, they continued to add new things. In nearly all other cases where a publisher releases an unfinished game, they take the money and abandon it (ie not throwing more money after bad), or if you're lucky, they do a patch or two to fix the most glaring bugs before abandoning the unfinished game to the market.
If you're holding up Hello Games as an example of what could happen, you're very much pointing to the most unlikely turnaround we've seen in in games development/release, and saying "that could happen too". It's very unlikely CDPR is going to pour millions into years of work to finally deliver on a failed game. They made their money, they are going to take it and run.
