Is it bad that within a few seconds I got annoyed that the final statements and the offender information aren't on the same page? Very interesting though

You'd like to think that the majority of these statements would be sincere, seeing as they have nothing to lose. Reading some of these does make me cringe a bit at the punishment being meted out to the convicts.

I think that's because the statements bring you a step closer to the humanity of those the State of Texas is killing in the name of its citizens.

Black - 174 - 36.1%
Hispanic - 85 - 17.6%
White - 221 - 45.9%
Other (think Asian) - 2 - 0.4%

As of the 2005 US Census estimates, the racial distribution in Texas are as follows: 84.14% White; 12.09% Black or African; 3.62% Asian; 0.17% Native Hawaiian or Pacific Islander; and 1.1% American Indian or Alaskan Native. Persons of Hispanic origin accounted for 35.31 percent of the population and may be of any race.

I must agree.
In 2007 I visited Texas and the locals did say that the blacks and Mexicans in prison where far higher than their % of the overall race of the state.

So in Texas blacks and Mexicans commit more crime.
Could have told you that without the need for stats, but it seems that you get shot down these days for saying so. I visited Texas in 2007 and the locals were quite vocal on the crime they commit. Texas is quite racist though.
