I've only just come across this, looks very intriguing and original! Could this be another gem from Kojima?

It's going to be exclusive to PS4, from what I've heard.

Looking forward to it though - Anything from Kojima gets an immediate purchase from me

Kojima did say that his first game away from Konami will come to both PS4 and PC - However, from the looks of it, this is going to be exclusive to PS4

It was Sony Interactive Entertainment who signed the deal (and presumably gave Kojima-san the dough) to make this game. They are publishing it. So it won't appear on any other platform.

Pre-orders going live would suggest 2019 release which is surprising (we will know for definite shortly, I honestly thought this would slip to a PS5 launch title.
