deleting system files?

I know it should never be done but system files are always kept in the windows file aren't they?

I have something installed directly on my C drive and it's a bunch of system files with numbers and letters only - no words apart from one file says graphics!

would i be ok to take ownership of the file and delete do you reckon?

i've got a feeling its a virus or similar as i've got Zonealarm, Adaware and spybot running...

the long number is the file - the 1025, 1030 etc are the subdirectories.
the files:
eula
localizeddata
setupresouces.dll
are in every one of those subdirectoris.

only one thats different is the graphics directory which has loads of icons.

make sense?
