you could always remove it by doing the following
- Go to START and select Run
- Type GPEDIT.MSC
- Navagate to User Configuration / Administrative Templates / Click on Desktop
- On the right hand search " Remove Recycle Bin icon on the desktop " and double left click on it to ENABLE it.
- Then log off then back on to see the changes.
then hide a link to it somewhere else, perhaps start menu.
