Does it sound right? Does it spin up properly? Does it make funny noises like its retrying something?

It does click a bit at 1st but that stops after a while.. ...and yet it works on my Linux pc and my android tv box.
I'm inclined to think it's a usb issue although device manager says all is fine

Is it powered via USB?

(you can usually check in windows under usb device parameters how much current working usb devices are pulling - maybe your liunux pc will tell you too ?
... as bledd begs it could be exceeding what is allowed)
