Do i have a DOA cpu/motherboard?

You tested with and without gpu? Atleast you've tried everything you can before rma'ing the board
 
I have never heard of a CPU arriving DOA or even dieing (for a VERY long time) without someone handling it incorrectly, overvolting/overheating it to ridiculous levels for elongated amounts of time, or physically damaging it.

If your only possibilities are the CPU and the board, i'll say with confidence that it is the board.

I thought that when I bought a Gigabyte board and a 3570K, the pc kept BSOD's, application stopped working errors. I tried 3 different motherboards, 2 set of RAM and 2 PSU's. Replaced the 3570K with a Celeron processor and it was fine. Returned the 3570K and replaced with a 2500K and it's ran fine ever since.
 
I think the OP should still return both the board and the chip to be sure or at least hopefully sure of solving the problem. My money is on the board being the culprit though.
 
I had exactly the same thing happen to me recently. I purchased a motherboard bundle, put it all together and the fan started momentarily on the CPU but apart from the PCI bridge light being on as power was getting to the board I had to RMA the whole lot but I knew instantly it was the Motherboard. I tried all Ram configurations including no RAM at all and another PSU. During all this time I never had a single peripheral connected to the MB except Keyboard and mouse and I connected the video via the HD4000 graphics so everything was down to the items supplied. I have been putting systems together for years and always start at the most simplest end of the equation. In this case it was E=MB dead. Most probably a faulty Southbridge issue because it was a Z77 MB Now I have 2 MB's identical which are perfect. One runs a Intel 3570K and this one runs an I7 3770K. The one I RMA'd was as diagnosed but took the supplier over 7 days to get it to me. That is the problem, once you have brought something you are just itching to get it up and running So that is how I got my 3570K setup I brought it as a test rig and to setup my existing systems for the new hardware. No I just Beta test Hardware on it before installing it into my main setup. Good luck with your return and hope you are having fun soon.
