Do I need a Structural Engineer ?

I agreed to pay for the damages, But he says builders not the right people to assess the damage, it has to be a qualified structural engineer to survey the damage and recommend any remedial repairs then reputed builders to complete the work. On completion it has to be reassessed and certified by the structural engineer.
Basically i understand he is trying exploit more money out of me !!!

That aspect is farcical as structural damage is highly unlikely to have occurred, even if the bricks had been smashed apart it wouldn't, because of the way bricks transfer loads, caused structural damage.

No, you don’t need a SE. Clearly your neighbour is over reacting, and trying to be difficult. Tell him your builder will correct it and any more comms must be put in writing and will be handled without prejudice.

Seriously though, have you seen in his side, the only bad thing is if they had popped through, I read a few posts, but didn't notice if that had happened. But that would have zero structual implications, just look messy for him.

Looks like new build garage. Probably overprotective and wants to make a point. The request is of course ridiculous, I had visions is some tiny 70's sloped corrugated roof like they have on my street, you'd be lucky to get any modern car in them.
 
What an immense over reaction by the neighbour, can understand if there is some cosmetic damage they want it repairing (i.e. if the builder has gone hell for leather and split the bricks etc., but certainly no need for a structural engineer).

Answer - get builder to remove new fence, break out damaged bricks, get a match and repoint in. Rebuild fence and either refix to wall with fixings that won't go through the wall, or better still erect an independent post to fix to, would have said get neighbour a couple of bottles of wine to apologise, but they don't seem the understanding type as far as I can read this thread.

Are you sure he didn’t nail the screws in by mistake?
Bricks could have exploded on the other side causing all sorts of damage!

If it’s one facing brick on a panel it’s absolutely normal and fine to replace one. Absolutely no need for a structural engineer.

it’s perfectly run of the mill work for replacing ties, cavity trays, removing blown insulation and replacing air bricks.

Offer to have someone replace them apologise and do it all in writing. If he refuses he’s being unreasonable.
