how are you applying the paste ? the chip could be concave try a little bit more than normal right in the middle of the chip (pea sized) and let the heatsink spread it.
Also I'd check for a bios update on the board maybe it's on an old bios with issues ?
Am confused which cooler you're using ? H55 ? check if the pumps running as it should and use 2x 120mm fans push pull on it.
That akasa cooler isn't up to the task of keeping a Q6600 at low temps, A q6600 needs a good heatsink they do get a bit toasty.
Just use coretemp and make sure you're using the correct settings in bios for a q6600 setup but if that's the akasa cooler then those are normal temps for a heatsink like that.
