Does something need to be done about dogs?

Not much you can do about that though short of a complete ban on all dogs which is never gonna happen.
A leash and muzzle at all times outside the home would be a good start.
What is wrong with you lot wanting to muzzle and ban everything, the issue here as usual is humans doing human things as usual people blame the dogs. Sure ban certain breeds but muzzle every dog, no..

You lot?? And what else have I suggested should be muzzled and banned. I certainly haven’t called for all dogs to be banned.
 
I do wish people with nasty little terrier dogs wouldnt let them walk around off the lead. One of my neighbour's dogs always snaps at mine for no reason whatsoever, and he or I often can't avoid it as i keep him on the lead and theirs is just let loose.

If it keeps happening i might just kick the stupid thing.

If your dog isn't friendly with other people and/or other dogs, don't let it off the lead around other people and other dogs.
9 times out 10 if there is someone approaching with a dog that is reactive they put them on the lead, so I do the same. Its just a common courtesy, unfortunately some people are stupid and/or don't care. Its probably been amplified by the lockdown buyers who got a dog just for the hell of it and were too lazy/stupid to train it.

Yeh. I mean i wouldn't mind if it was just friendly and gave mine a cursory sniff/hello and then went on its way. Many dogs off the lead will do this, which is fine and obviously their owners know they won't cause much of a fuss with other dogs.

Mine is still a pup and mega friendly and always wants to play with any other dog so i know to keep him on the lead around other dogs (not because he will snap, just because he wont leave them alone!).

Yeah same here my dogs will run up and say hello, like you say its the owners who should know how the dogs behaves and act accordingly.

Small Dog Syndrome.
It's usually because they are small, so giving out that attitude is them trying to appear like something other than prey... even though the bigger dog usually doesn't think so in the first place. Once they realise the other dog isn't going to chase them, they tend to calm down and act normal.
Sometimes though they already have been attacked, again because they're small, and they develop it as a defense mechanism thereafter.

Either way, they still shouldn't be off the lead near other dogs though, as they can bottle it and run away just as easily.
 
You start doing that though and it infringes on the decent people who care because of a small minority.
It does and that’s a shame but surely those decent dog owners would accept that knowing it also protects their own dogs too? I know it’s a sacrifice I’d be willing to make had I been able to keep our dog. Then again I’ve a decent(ish) sized secure garden so he’d always have had somewhere to run free and I appreciate not everyone has that luxury.
But something needs to be done to stop these maulings, banning certain breeds didn’t prevent it so not sure what the other options are.
Maybe a less draconian measure is only certain breeds must be muzzled and on a leash at all times in public but then that’ll suffer from the same issue banning does, scumbags will circumvent it with breeding.

Not sure what the answer is, you are right though something needs to be done, I would say stopping the american pitbull cross breeds(ill be honest I don't know much about pit bulls but they obviously banned them for a reason) and id go as far as educating people before they are allowed to even own a dog. If you start muzling dogs and keeping them on leads you interfere with their socialising, which will probably make it worse.
