No. Although here's a crazy factoid..

The height of light switches differs from underfloor heating keypads. We got away with having the keypads at the same height, but I know someone who got told to raise/lower them by 2" to meet regulation :eek:

You have between 450mm and 1200mm for building regs. So 1200mm top of box for light switches and 450mm to bottom for sockets.

That is a factoid to me also EVH

If I'm unable to get an electrician in or get the developer to first fix cables where I need what would I be looking at roughly cost wise to have ceilings reskimmed?

Can each hole be patched or does the whole thing need redoing? 2 rooms are 19x11ft so about 20sq meters? and then the hall which I would guestimate to be nearer to 10sq meters.
 
I've fitted a few of these before, so I'll just back up what others and ZG002 have said. Top floor will be no problem for access, but the middle floors will need the floor taken up to get the wires through the joists. If they have insulation over the top they will need some kind of heat shield and ceramic plant pots are ideal. They stop the light and unit overheating, which pretty much stops the bulb blowing all the time.

Just be warned that having loads of halogen spots might look nice, but it'll cost you an arm and a leg in electricity for the amount of light they put out.

Each hole can be patched, If done properly you will never know there was a hole there once painted.
