Because back in the '60s, the government plucked the number 70 out of thin air and arbitrarily decided that that was the maximum speed it was possible to drive on a motorway or dual carriageway without killing someone. Think of the cars on the UK roads though. My 1.4 Focus would struggle to hit that speed limit! lol And Smartcars, Fiat 500's etc, Fiestas, Corsas...
Trouble is only a few of us check the car regularly and the condition of the tyres, many use the MOT do do it for them. My next door neighbour regularly has carers and they state of their tyres is worrying, the worst one was down to the canvas. It's scary to know they are on the roads as it is let alone to be able to go faster. Not going to even mention some struggle at doing 40mph around here.
