It all depends on the learner and the tutor. I would imagine anywhere between 10 and 50 hours is considered "normal" but there is no magic number as it depends on the individual.
You can rent a dual control car from Arnold Clark for £9 an hour. This covers you for 10 miles. Every mile over this is £0.30. You're also covered on insurance. Although you need someone who has held there license for something like 3+ years.
No prior experience, BSM/AA, West London area, ~40hrs (after 1 failed test), ~£1,000.
Try and get the basics (i.e. biting points, gear changing, mirrors) sorted with a family or friend as this could save you quite a few unnecessary hours.
11 * 1hour lessons and an hour before the test on test day so 12, passed first go
Don't go to the theory if your very tired though, I went after work the first time and failed the HP part by 1 point, second test I had the day off work and passed easily.

i did the same, but failed and had to take it again the following month had 2hrs before test and passed
i only took my car test because i had to because the rules at work changed and i needed it to still drive on the airport ramp.

The more time you get behind the wheel of a car (legally) without dual controls the better.
I did about 10 to 15 hours with an instructor after never driving in my life. Thats when progression started to get limited, its wasn't until I was driving 3-4 hours a week to the shops etc at every opportunity that I really got the hang of it. The extra level of awareness I got for knowing that I was the only one who could stop an accident occurring was immeasurable.
I had two lessons and passed my test, I got insured on my own car and had my mum sit next to me everyday for an hour or so, passed my test after 2 months.
