Dual boot Windows/Linux with a shared storage drive on raid1

I plan to have the following:

x1 hard drive with Windows.
x1 hard drive with Linux.
x2 hard drives on raid1 for files/storage.

Is there a way I can allow both Windows and Linux to share the storage drives while using raid1?

I think you would need to use a hardware RAID controller so the RAID is created independent of the OSs.

My motherboard supports raid but I read that it's still software based.

I just looked at raid cards and it seems like the best solution but it's not clear to me how it works. Without software how would I set the raid type? How would I know when one of the drives has failed and which one it is? Do raid cards have their own boot menu similar to the BIOS or something like that?

Yes, you access the RAID card's BIOS during the boot sequence and set things up there.
