It's improved of late at club level but he's shown over years that he's not good enough.
When he finally got used consistently for England early in his Utd career he was by a margin England's best player. He scored a bunch of goals and assisted the majority of the ones he didn't score over what a 10 game period. It was only as he picked up injuries and then missed months and was used inconsistently at UTd for a couple of years that his form disappeared.
10/11 he had 2 assists in 1 start and 3 sub appearances for England.
11/12 he had 4 goals 5 assists in 5 starts and 3 sub appearances. In the Euro qualifiers he had 4 starts, 1 sub, 3 goals and 4 assists. He was in outstanding form for England. That was his first real run in the team, it was the best England have played in years before and since frankly. However that year he moved to Utd and went from 34 league starts to 19, sub appearances and picking up a few niggling injuries. Don't forget he got 6 goals and 7 assists in 19 starts for Utd. He was significantly better than anyone gives him credit for, both for England and Utd.
12/13 and 13/14 were just significantly injury hit seasons and for Utd he was in and out of the team, no consistent runs between injuries, no form.
Still in 12/13 for england in 6 starts and 1 sub appearance he had 3 goals and 3 assists.
In the only period Young played relatively consistently for England, 2011-2013, he had a fantastic goal/assist record for England against all level of opposition. To make that point in 12/13 he scored in friendlies against Holland/Norway and assisted against Sweden and Belgium.
If Young either at Utd or moving elsewhere can start getting 25-30 starts a season and put injuries behind him he could become one of England's better players again.
