It's not that VET is fast, it's that HAM is being deliberately slow to make their strategy work.

McLaren are hoping for a SC at least mid way through the race to close that gap to VET. That's their only chance of winning.

I honestly think they are just aiming for 2nd and then just seeing what happens with Vettel. Risky strategy though, could go very wrong.

Exactly, Vettel pulled out that gap because as soon as the lights went out Hamilton went into tyre saving mode

Nope.
In fact, this year, we have rarely seen the SC, unless it rains.

I think McLaren feel that 2nd place is the best that they can get and have devised a strategy which allows them the best chance to secure 2nd place.
