Sort of. But the WEC rules apply to Qualifying too, and in F1 you can turn the wick up and go flat out so long as you then drop it down again to avoid using to much over the race. In WEC every single lap needs to be under the energy limit.
WEC has a 3 lap average for energy use, hence why in the first season of the current hybrid rules the cars would suddenly have a very slow lap if they were having issues with their energy usage control.
F1 has a max fuel flow limit which cannot be exceeded regardless of race or qually, and the size of the electric motor limits how much power that can supply.
