Depending where the cap is set I don’t think it would, also it’s more likely the rest of europe would follow suit especially with the PL being the richest league in the world.

if you set the cap for instance at £250m per year for 1st team wages for the PL winners and increased the cap by £5m per year for each descending team, meaning the team coming up from the championship would be able to spend a maximum of £350m on first team wages, you could even exclude players coming through the youth system from the cap, so for instance mason mount would not count to Chelsea’s salary cap, meaning teams would look more toward and giving youth players a chance.
 
The rest of Europe has been dying to catch up to the lure of the PL of the last decade. You think if we handed them the advantage of introducing a cap that they'd voluntarily match it? No chance.
 
UEFA have already implementing their revised FFP controls which will eventually end with clubs only able to spend 70% of revenue on wages and transfers. A way in which you can use a variation of that, while keeping things both fair and sustainable would be to allow all PL sides to spend 70% of the highest revenue in the League however you have a blanket ban on related party transactions (so City can't be sponsored by Etihad etc to bloat their revenue) and any side that spends over 70% of their own revenue has to put financial guarantees in place of £2 for every £1 over they are.

So for example, if x have the highest revenue in the PL and that is £600m - every side is allowed to spend a maximum of £420m on wages and transfer fee amortisation in any one season. Your City's or Newcastle's aren't being penalised as they're still able to spend just as much as any other club but their owners just have to guarantee 2x the excess they're spending - e.g. if 70% of Newcastle's revenue equated to £245m but they wanted to spend the full £420m then they can but their owners have to provide security for £350m so that if the money dried up in the future, Newcastle have that amount covered to pay for 2 years worth of historical contracts/transfer fees.

How is it that has come around so quickly but we've heard nothing more about the 100+ charges that Man City were facing? Seems to have just been brushed under the carpet. If Everton are going to get a 12 pt deduction what will Man City get for over 100 charges, a 100pt deduction ? :D
