experts, is ebay user having me on?

I sold an ebay user my old motherboard, it was working I sold due to upgrade. I sent fully boxed, however there was no pnp cap on socket. The user says he would like to return it because there is no pnp cap in socket, is this a good enough reason to return or to even break it?
 
No, but...... Any item purchase on line from any shop, forum, ebay and so on can be returned within 14 day's no matter what the reason.
DSR(distance seller regulations) is a bugger
 
is he saying there is damage or is it just the missing cover?

If your selling something that you have used it must contain everything that it did when you bought it brand new. If something is missing then the buyer is within rights to ask for a refund, regardless if you have put returns not accepted.

He specifies what it comes with, Box, manual and CD. Based on that idea, if you don't have the cellophane wrap on a DVD box it doesn't have everything from new.

Imo he hasn't got a reason to ask for a refund.

Ebay themselves say theres no DSR for private sellers, only Business traders (not sure if I can link to it)
 
I don't see why he need'S the cap as long as the bins haven't bent in transit and even then he wouldn't need it as the damage has been done.
