Explorer locking files

I've been having problems moving or deleting files in Windows but I've kinda gotten around it with that process unlocker program. I was wondering if this is a common issue with Windows, as my old hard drive died forcing me to reinstall Windows on a new one and I get exactly the same locking problem from a fresh install.
 
What do you mean by locking problems? Access Denied, or 'another process is using this' type problems?

The latter is usually caused by AntiVirus/AntiSpyware. Both Norton AntiVirus 2006 and Spybot S&D are known to cause this sort of thing, and I'd expect others do too.
 
Sorry, I should've been more specific. I mean file locking where a popup "Error moving file or folder" even though no programs are running or using the file. I don't use any antivirus/spyware software.
 
Nope, I don't use them since I'm careful :p Bloated security crap always annoys me. I run them web scans once in a while and I'm always good. Like I said its doing this from a fresh install of windows. The only thing I can think of is the programs I use. I guess I'll uninstall and see if anything changes.
