external hard drive not working

my external hard drive is not working on any of the usb ports.It does power but not spinning.It works normally in other pc.Also any usb flash drive is working normal in any of the usb ports.The optical drive stopped working also.Can that be a motherboard issue or power supply?

Have you checked disk management to see if it's there and doesn't have a drive letter assigned or if it's assigned a drive letter but in use?
 
its not there......its like the port has not enough power to spin the disk....if i plug it when the pc is off it spins normaly and if i turn the pc on i can see it but freezes.
 
Are you using the cable that came with it? Some of my external drives have the Y type cable, to take power from two ports.

If it works on other machines that you at least know the drive is not dead.
