Vettel did a fairly short stint with his time. Times aren't crucially important as the live feeds seem to like to make out, they are however a good indication of where the team feels they are at. As in once the times start improving they are getting good signs from the engine that they can do so. .
I was going to have a go at Sauber for bringing another fat tub of a car to 2016 before I remembered they were using the 2015 car here and 2016 for the second test. I'm kind of assuming they are using the 2016 engine in the 2015 tub otherwise I have no real idea why they'd bother showing up.

Looking good for what? Setting a full lap time or the time itself? The latter is irrelevant at this stage (it's 4 seconds down on the fastest qualifying lap from last years spanish gp 1:24.681).
