But the comment wasn't about the other parties, it was about the regulator applying a fine to Facebook. The OP posted his opinion that they're toothless and in this context it is quite easy to see why he holds that view. I don't know why you're putting in so much effort to try and conflate the matter or argue against the OP simply voicing an opinion.
Jeez why do you find it so hard to understand simple words in combination.
The OP said, you know the thread title, "Facebook fined by toothless data watchdog" maybe less words will make it easier "toothless data watchdog"
He was wrong, and you are wrong arguing this, they are far from toothless, the penalty relating the level of the breach they saw was capped, the other penalties they have available for more serious breaches are far from toothless.
If they believed the failing was more serious they could have taken further action, such as forbidding facebook to process UK citizens data, as they are the experts you would have to say they consider the penalty in line with the offence or they would have taken a different angle.
