It's bee a thing for decades in various forms, I remember going into a business that had purchased several early pentium’s, only to find the heatsinks all glued in place, when one was persuaded off the chip, they’d been sold P200’s that were lower spec chips and the jumpers had been set accordingly. OCUK even started with early Celerons/P2’s sold as tested at higher speeds (although they obviously made it clear you were buying a 300 tested to do 450Mhz).
