Fallout 4 Anomaly

I'm noticing some CPU bottlenecking with an i7 3930K @4.2Ghz (HT Off) and a 980Ti on a 1440p screen.

CPU core utilization is pretty even most of the time, but core 0 takes a beating when looking over large areas, say for example when I'm on a roof of a tall building looking outwards, core 0 reaches 100% and the FPS tanks to about mid 40's
Overall CPU usage I've seen as high as mid 70's which surprised me.

This is all with everything on Ultra except Godrays which is on Medium. Unless there's a setting that hammers the CPU then reducing the settings won't do much for me as the GPU usage is pretty low when I get the FPS dips.
 
Just reading the eurogamer the engine can use up to 8 threads and loves ram speed. I knew ram speed and amount mattered but suprised the game used 8 threads. What i reccomend people do is turn of and on Hyperthreading with hex core and quad core and experiment. In Battlefield this would increase frames for a six core but drop some for a quad core.

1600MHz: 36.0/54.6
2133MHz: 39.0/61.0
2400MHz: 44.0/66.9

22% without knowing the timings. I run my 2400mhz at 11-12-12-31-1T but i can do 11-12-12-25-1T and will be for this game.

Just as i thought a 980ti SLI is required for 60fps minimums at 4K Ultra Sigh.
 
I seem to get CPU bottlenecked in busy cities but that's with a 2500k and 2 cards so I guess I shouldn't be too surprised, my CPU usage doesn't show 100% either, but is very, very close in the task manager diagram.

Nice CPU chart BTW, looks like I could almost double my performance.
 
The problem seems to be with the game, not the CPU.

My cpu is slightly slower than the OP's (approx 5% stock vs stock), yet I'm seeing much higher cpu usage even though my overclock is less (4.1ghz). Strange. Ultimately, however, a good chunk of his problem is down to the quirkiness of the game, I think.
