Your case might have poor airflow if it's getting that loud. It should be running at the low 30's db wise. Which way up have you mounted the psu ? It might run cooler with the fan pointed down so it is bringing cooler air into the psu. If your case is getting hot then the psu will be working harder.
I would be inclined to go for the Corsair AF120/140's and run them off a 7v reducer cable.
One of these cables will run 3 x 3pin fans at 7v

I wouldn't really need a 7V cable.. My motherboard controls fan speeds automatically (even 3 pins). You run a tuning setup, then it slows and speeds them up depending on temps. Usually my system fans are off or running at 600rpm
Seems a pretty hard task finding a fan that isn't "terrible".. One person says the Corsair AF quiet editions are dead silent, the next comment says they are noisy as hell lol

Yeah, I hate noise too, and focus on it which is annoying!

Here is a better one of the 120mm b12-ps PWM fan which is rated at 21db (1500 rpm) It should give you a better idea on how the b12-2 will perform when not mounted to anything

Just watched the video.. no way that represents the true noise of it. I had to increase my volume and it still sounds too quiet. Can't really trust videos as volumes vary way too much.
I know that when mounted in the case they will be slightly noisier due to the intake grille.Haa.
