Fed up now...

im thinking its something to do with voltages too, try get a realtime voltage check program, if you cant get into windows go into your bios and check whatever voltages you can check there ie 5.5v,12v 3.3v etc, i remember getting freezes and corrupt graphics with a low 3.3v output, was outputting at 2.9-3.1 iirc

also i dont know if you have already tried but try flashing your mobo to every older bios revision stopping and testing after each flash of course

Voltages in the BIOS seem fine 3.3V = 3.23V, 5V = 5V, 12V = 11.97V

Using the card that worked perfectly at my friends house atm, running fine for me for the time being.

I've tried the latest BIOS (currently using) and 3 previous BIOS's, same issue with all of them.

Very strange this. I would do a complete strip of the rig.

Remove all stand off's check they are the proper hight and in the proper position with no fouling.

Change all cables.
Build a minimal rig for the install and testing with every latest BIOS. One stick of ram in the closet slot, a single HD and a single graphics card.

Right guys I've decided to give custom PC building another one last shot, biting the bullet on a par of HD6950's with the intention of unlocking to 6970's...

I've spoken to the retailer I brought the GTX570's from and they said if I send them back they will give me a refund even if they don't find a fault because I've tried everything they can think of, which is nice of them.

Here's the cards http://www.overclockers.co.uk/showproduct.php?prodid=GX-192-XF&groupid=701&catid=56&subcat=1752

What do you guys think? whats the success rate for flashing these to 6970's?

Thats very nice of that company. Hopefully it was just two slightly flaky gpus (one from amd and one from nvidia) and now you will be fine. Unless your monitor is randomly electrically faulty and shocking the cards or something stupid like that.

Have you tried a different version of windows? I noticed you only said you were re-installing windows 7. I have had a very similar problem caused by nvlddmkm.sys.

It turns out this file was created on 23/2/2011. HOWEVER, I only built my PC last week. Thus meaning the file could be part of a windows hotfix/update.

Maybe it's worth a try using XP. I would but I've already sent my GTX 480 back which was loosing connection to my monitor and giving me BSOD.

Also, under your device manager is there any yellow exclamation marks? Sorry if you have covered this already.

Not tried anything other than W7, however the PC seems to be fine when tested at a local PC repair shop

I did have a warning sign next to one of the GTX570's, not using them anymore though.
