National service doesn't necessarily have to be military IMO. Could use them in large scale projects in some capacity, I'm sure. As long as there is some structure to encourage discipline.

I don't even know how you would enforce it - only on NEETS? Do that and the scummers will enroll on any old courses just to get out of it. Do you excuse people with certain grades? It's all a bit complex and seems unfair on the hard working kids who just want to get on.
