over the top through ball doesn't need changing it's the players ability to do them, their stats should be taken into account.
right now you can play a 60 yard over the top through ball perfectly from any angle on any players weak foot regardless of their stats.
whereas in real life theres a handful of players that could play such balls perfectly 9 times out of 10.
their should be some sort of calculation which takes place depending on the likelihood of that player being able to pull off such a pass then that effects where the ball ends up, apparently this was added to one of the older fifas and called it pro passing

there is no way this is in fifa 14, because defenders hit over the top through balls just as well as Xavi does, etc.
I think they took it out though because it wasn't noob friendly. Fifa is being marketed towards the masses which are mainly noobies. Their should be a "arcade" version for newbs and "simulation" version for enthusiasts imo.
