Have to disagree that there is no one close to being good enough to get in this squad.
The likes of Antonio and Noble can feel very hard done by to be overlooked after their performances this season.

Look at the games he has scored them in, penalties, easy teams and when the opposition were poor. It's why we never win anything because we constantly play has beens.

His qualifying campaign is laughable, particularly the past year, what was it, had to score a penalty that someone else won to get a goal against San Marino... the whipping boys of europe.
Getting a goal against San Marino doesn't mean his performance against San marino wasn't dire, because it was absolutely atrocious. Rooney isn't England's form player, he's England's most out of form player. He has been the player holding back the team for 90% of all those games he scored in, that he scored doesn't change that and it's the rest of the teams performance that caused us to win such games.
You can win a qualifier against what is the easiest group I can ever remember for anyone in the past 20 years despite Rooney getting too much of the ball and screwing up for the majority of every match. But in the finals, against better opposition and with the hope of actually winning the thing you can't carry a player who has been so consistently awful for the past year.
