I think it's more what his link up and movement with Suarez does for the team rather than just his goals.

Is there an actual VAR written process/rule book for football matches? Or is it just decided ad-hoc if they can be bothered to check?

It seems to be based on how much players protest or something but I've said before it's open to the VAR team influencing results through what they decide to review if they can pick and choose willy-nilly.

He is a quality player regardless of his questionable finishing. Like you say, his link up play is top notch. He enabled Zlatan at PSG massively.
