What does the 4 bit of the offence 'Causing Or Permitting' mean?

I don't understand why the offence wasn't a simple TS10.

Went to hand in my license and the guy on the desk didn't know either.

Probably because the lights on the short-cut were on green.

Should never try that, as soon as they have your plate youve had it.
Unless you drive around on false plates...
