The XB1 currently runs on DX11.2, it will be updated to DX12, so will the game i guess.

Without the number of people working the time frame is almost meaningless. A lot of ports are outsourced to dev's who mostly do ports. IE one game dev makes the game and they might hire one company to port it to PC, a different one to port to PS4 and another company to port it to the Weeeeeeeeeeeee.
Man hours is a good measure, in these examples they are saying 4 guys 4 months or 16 man months. Oxide took 2 man months(one guy two months in that case). You can't compare the two most likely as I would expect DX is in a far less finished state and probably was in a more try it and see, rather than a "here are the documents that tell you how to do it" phase.
