full fibre cable has already been run to outside my flat (every flat in the bloack had this done last year), same route as all the electric/copper phone cables that go in to a cupboard with the fusebox/meter

if I just have a loose double extension lead in to the cupboard from a socket in another room will they install?

The 'engineers' want to do a job and get paid, they won't argue with you if the ONT can get to a state where they can complete the job. The only reason all the guides say you need a double socket is so that people are aware it needs power.

I was just thinking when Sky boxes had to be connected to a phone socket they wouldn't (shouldn't!) leave the phone cable loose, always tacked to skirting boards etc.
I suppose the difference here is they haven't 'installed' the extension lead so not their problem

Hmm...so could have the router wherever (next to a socket) run ethernet cable between ONT and router and power ONT using that cable?
More usually a PoE switch, but yeah. You just need a PoE to 12v splitter (2.5G if you have a >1G package). Not an officially endorsed method(!), but it works.
