Does it still say 40X next to them where you manually changed them?

Im sure those values of 38,38.37,37 wont change, the 40X overrides them.
 
Good, go to desktop.

Open CPU-Z, it should show core speed at 3.6Ghz or something, open a benchmark (Cinebench as it uses al cores) and the core speed should hit 4Ghz.

Make a note of the reported Vcore and use realtemp to monitor temps.
 
On your first picture of the advanced core setting.

You see the top number (cpu clock ratio) is set to 36?

Can you set that to Auto?
 
If it wont accept AUTO (or you cannot select it) set it also to 40.

Then run cinebench and it should be 4Ghz. not 3.6Ghz.
 
Try typing in auto using the letters on the keyboard, if it doesnt and it is numbers only.

Set it to 40 also.

Save+exit.
