You havent got your RAM in the right slots.

Are you using all the same colour? two slots on either side of the CPU?

Your RAM is also rated to run at 1600MHz, while it is actually now at 1333MHz (666 x 2), this is easily fixed, and probably because you flashed the BIOS and set everything to default.
 
Its a feature that apparently you are not using, so its free performance/bandwidth that you can easily obtain by making sure the four RAM sticks are in the right combination of slots.
 
Sort your RAM out till CPU-Z is telling you it is in quad channel mode and not dual as per your photo.

Then to get the full 1600Mhz speed,

Go there and enable XMP profile (then save/+exit) then hopefully the memory tab is now showing 800Mhz instead of 666.

800MHz x 2 = 1600MHz.
 
Thats good, so set the RAM xmp up which will set the correct speed/timings for you and hopefully CPU-Z is then telling you its running at 800Mhz.

Rather get the RAM running right before messing with the CPU.

Set both of those to their highest values, extreme and turbo or whatever it is.

I had six as I had a hex core CPU, you will have four, set them each to 40X


Now download say Cinebench R15 and with CPU-Z showing the CPU tab run Cinebench and hopefully the core speed reported jumps upto 4GHz.

What does the Vcore jump up to during this also?

Use Realtemp to monitor the temps of the cores.

For a proper stability test I would recommend downloading ASUS Realbench 2.4 and using the stress test or benchmark run on that.
